That seven percent public education increase

The Governor started about $200 Million off, the $116 Million and the $93 Million requiring a law change he hadn't been able to get for years, and the Utah Legislature gets tossed under the buss?

The last minute attempt by the Some Democratic House Members to add $30 Million to a $4 Billion dollar public Ed budget one night and figure how to fund it the next day was drama.

So, they didn't get the $30 Million, and $60 Million was needed to go from 4% increase in WPU, the 2nd largest in 17 years, to 6.25%, a number the Governor came up with but had no real way to get there.

So instead of providing $60 Million more for the WPU, A GOP Senator ran a bill adding $75 Million via a property tax increase.

Public Ed went from $4 Billion to $4.3 Billion. A 7% increase overall.

PS, the $116 Million bump adjustment came from the non partisan Fiscal Analyst, not the GOP members of the Executive Appropriations.

Oh, and many industries in Utah are not back to 2008 pre-recession highs.
Some are not back to 2001 levels

Rep Fred Cox voting ratings for 2015 (being updated from 2012 when available)
Note: In several rating systems, one or two votes out of several hundred makes a huge difference.

Due to a House Judicial Committee scheduled and approved during floor time in Room 445 on the next to the last night of the session for 2nd Sub. SB 297, I missed 12 floor votes this year. I would not have otherwise.

H.B. 126 Design Professionals - Amendments (See Sub. 3)
in House Business and Labor. A new Sub. 2 was written and failed to pass the committee.
A new bill, S.B. 298 was created and put on the Senate Business and Labor committee agenda, but was sent to Interim Study. This bill will be worked on this summer.

H.B. 162 Construction Trades Continuing Education Amendments
in House Business and Labor. It isn't moving as HB 193 removes the requirement instead of fixing it.
HB 193 has been modified to be similar to HB 162. It passed both houses waiting for the Governor's signature

H.B. 177 Absentee Ballot Amendments (See Sub 2)

H.B. 243 Vintage Vehicle Amendments

An identical bill passed a Senate Committee and failed on the 2nd reading for the Senate.

HB 286 Building Code Amendments
in House Business and Labor. A different bill, with the same amendments and others, HB 285 is moving, passed the House and a the Senate, but with only 2 minutes to midnight on the last night. There was a senate amendment of one word in committee. The bill needed to come back to the house to concur prior to midnight. It didn't. The critical changes that were in HB 285 will be debated this summer. The items in HB 286 may be considered for a special session, if one happens or could be included by rule until next year.

HB 448 Disabled Adult Child Guardianship
sent form the House Committee to be debated this summer during interim. Part of the bill was included in a different bill HB 380 that passed both houses and is waiting for the Governor's Signature.

in House Business and Labor. A new Sub. 2 was written and failed to pass the committee.
A new bill, S.B. 298 was created and put on the Senate Business and Labor committee agenda, but was sent to Interim Study. This bill will be worked on this summer.

HB 193 has been modified to be similar to HB 162. It is in the Senate and is likely to pass. We will see what the House does when it comes back changed.
